Making Young Criminals
May I suggest that police reform is the topic of the hour, that women members of the force be increased in number to protect shopkeepers from pilfering by school-children who are being manufactured into the "young criminal" because they escape detection, there being so few constables in the streets, save those engaged in traffic duties.
I rarely go into a street market without seeing small children stealing fruit fallen from the stalls in the gutter, rashers of bacon exposed for sale on outside counters, miscellaneous articles from delivery vans left unattended.
